Good faith negotiations are one thing, however from my past experience they never really are from the state’s point of view. As a young tribal officials I recall a tribal elder leader who said, “For close to one hundred years we have tried to negotiate in good faith to protect our children’s future. We were wrong. All they want to do is take and take more. It is now up to you younger ones to take charge.” It holds true today.
