The water authorities are planning for the growth with the amount of water available. The per capita water use is already down dramatically in Las Vegas. A further cut in water use will allow for more growth. But keep in mind that one of the main reasons that the forecast is not for 5 million people, but instead for about 3.3 million is due to lack of water to sustain a larger increase.
