Hardwick was a terrible place to build a horse track, the developers knew that. In the end, the on-line betting license was the cherry and the money losing track operations could be disposed of at a later date. Meanwhile, the land would have been permanently damaged and made unusable for future farming. Given that the location was under an Agricultural Protection Restriction, the possibility of lifting the APR to allow horse racing was never a given.
