They did that here in Nashville. Now all the cabs just sit at hotels waiting for their $25 plus $5-$20 or more of a tip. Most refuse runs locally and just turn their radio or app off. Little by little business is decreasing due to not being able to get a cab. Even with the flat rate, dishonest cabbies may charge that rate per person for a married couple!
