I have discovered 4 types of situations. 1)Individuals who own hundreds of machines within a small municipality, pay cash, and operate with the backing of the local police (This is essentially a gang or organized crime). Local police shut down and seemingly shakedown competitors of these individuals. 2)Individuals bar owners who actually fear the local police but who exchange tickets for insanely cheap novelty items. For example for $300.00 the owner finally offered items valued at approximately 75.00. But first avoided paying anything. 3)Individuals who pay cash without the slightest concern and even pressure people to drink more alcohol and tip the bartender to exchange the tickets for cash while playing the games -even if losing. 4)Individuals who pay cash but if they don’t have it to pay they offer less cash than what is owed or say oh they are just for amusement or simply refuse to pay anything. In some instances if 8 liners are paying out too much, owners have the machines recalibrated to pay less or just unplug them for a while and say this machine is “broken.” Some owners tell their employees that have concerns about their involvement in these dealings that the “gaming commission” is not allowed to reveal who owns the machines so they are protected. It’s actually the Texas Comptroller who keeps this information confidential. There is not a gaming commission in Texas. Suffice to say this area of Texas Law is absurd.
