If it is to help communities, with high unemployment and needing some powerful economic stimulus, then cities, like Portsmouth, are good choices. But if it is to raise substantial tax revenue, enable the creation of destination resort casinos, and provide maximum employment and out of state tourism; then there are two areas that stand out.
One is Virginia Beach, where I used to work at the Cavalier and other beach resorts, while in College.
Virginia Beach is a more northeastern resort town, like Atlantic City, that has thousands of hotel accommodations, and could use a major attraction, mid-week, in the Fall, Winter and Spring.
The other location is Fairfax County. adjacent to Washington DC, with significant population of its own;
currently providing Virginia customers to two very successful Maryland casinos.
A Portsmouth or Norfolk casino would benefit Virginia Beach tourism, but would not likely produce the jobs and taxes, as a Beach location itself. Casino gaming has been a difficult discussion for most Southern states, other than Mississippi. Tribal casinos exist in Florida, Alabama, and North Carolina; but several others are looking at casino gaming, or slots at racetracks, to provide needed tax revenues. The style of gaming chosen, will determine the benefits, including jobs, taxes, tourism and development.
