The best online casinos by state

US casinos are regulated at state level, so you'll find different online casinos available depending on your location. Real money online casino gambling is legal in:

    • Pennsylvania
    • Michigan
    • New Jersey
    • West Virginia
    • Connecticut
    • Rhode Island
    • Delaware

Legal online casinos in these states will show seals from organizations like the Pennsylvania Gaming Control Board, Michigan Gaming Control Board, New Jersey Division of Gaming Enforcement, and the West Virginia Lottery. This is a quick way to check you're playing at a safe casino.

    Playing across the US

Outside of the seven regulated states, you can play social or sweepstakes casino games in the US. These use virtual coins rather than real money. Casino games are played for free and their outcomes aren't wagered on. However, real money prizes are offered via sweepstakes tournaments. Coins won in these tournaments can be redeemed for cash.

    Hannah Cutajar

    Hannah's top tip

    Hannah Cutajar, Head of Gaming

"I always read the casino reviews to help me decide whether to sign up with a new site. Getting someone else's first-hand experience at a casino gives you a much better insight. If I'm being especially thorough, I like to check forums and app store reviews too."

A closer look at our top five US casinos online

See what unique features make our top five online casino sites for September stand out for US players. Some will top a 97% payout rate, others will have a 1,500+ games lobby, but all lead their field for US player experience.

Caesars Palace Online Casino - Our favorite casino for September

    Caesars Palace Online Casino US

    Pros

? 97.63% win rate, the highest of our recommended US casinos

? 1,000+ games from an above average 20+ software makers

? Caesars app rated 4.5/5 and 3.8/5 for iOS and Android

    Cons

    ? No telephone support available

Read our full Caesars Palace review.

Caesars Palace is one of the most famous casino brands for players in the US. It's a well established online casino that's been live since 2009, and our #1 pick in part for this reputation. It's also for a winning combination of large games lobby, a welcome bonus worth $1,500 more than its closest competitor, and the unique Caesars Rewards. This program gives reduced hotel rates, shopping trips, and bonus credits at the online casino.

?? User review: "I love this app! The graphics are great and sound is realistic. I can play this for hours. There are so many different things to do and ways to win!" 5/5 ? Catherine Lamb, Play Store review, July 9, 2024

?? Editor's insight: Some player reviews note frustrations with a lack of wins or bonus rewards compared to deposits. Digging deeper, players who’ve picked out higher RTP titles have reported wins and a sustainable bankroll when using the site regularly. I'd like to see Caesars lower their wagering requirements for the deposit match bonus, though, as 15x-75x is high compared to the 1x-15x other top US casinos require.

    Casino.org rating: 4.5/5 ?

Available in: Pennsylvania, Michigan, New Jersey, West Virginia

BetRivers Casino - Best for online slots

    BetRivers Casino US

    Pros

? One of the bigger casino lobbies with 1,600+ games

? Affordably low 1x wagering requirement on bonus funds

? Answer your queries 24/7 with live chat support and email

    Cons

? Only around 20 table games available, compared to 100+ at top sites

Read our full BetRivers Casino review.

BetRivers wows in the US for its huge collection of 1,600+ games, including 1,400 slots. This is far more than the 800+ at DraftKings and Bet365. I was pleased to see over 100 jackpot games, including Mercy of the Gods and Divine Fortune, and software powered by top industry makers NetEnt, IGT, and Light & Wonder.

?? User review: "I was playing Rakin Bacon and I got the bonus up at 1.76 spin amount. I chose 5 spins on the free spin bonus, and on the first I won $1,194. I clicked Withdraw for the first time. It said I was approved for RUSH withdraw, and within 10 mins I had that whole $1,194 in my bank account. Went great. Customer service was very kind and I felt they actually cared and wanted me to be happy." 5/5 ? Christopher Cole, TrustPilot review, September 10, 2023

?? Editor's insight: Some player reviews note delayed or cancelled payouts from wins and bonus money. Looking into this, I'd say the terms for playing through the bonuses are comparatively reasonable. There's 30 days to activate the playthrough period and only 1x wagering requirements. Players who've followed the process correctly note payments processing instantly or within an hour for PayPal, Play+, and others.

    Casino.org rating: 4.8/5 ?

Available in: Pennsylvania, Michigan, New Jersey, West Virginia

BetMGM Casino - Best for bonuses

    BetMGM Casino US

    Pros

? The largest US casino no deposit bonus - $25 for free

? 8+ regular promotions including daily jackpots and bonuses

? Cash out winnings easily with low 1x-15x wagering requirements

    Cons

? You won't be able to play free games in demo mode

Read our full BetMGM Casino Review.

BetMGM tops my recommendations for bonuses in September. It offers the only true no deposit bonus, with sites like Golden Nugget offering credits only after a $5 deposit. BetMGM's 1x wagering requirements also make the $25 bonus easy to use. There's an above average range of eight regular promotions currently, including daily casino bonuses, jackpots, and slots tournaments. Sites like Caesars and Golden Nugget have six offers by comparison.

?? User review: "Cash out is almost immediate. There's lots of games to choose from, and customer support is fast to respond and fix any issues. Love bet MGM!" 5/5 ? Trish13, Play Store review, July 12, 2024

?? Editor's insight: A few TrustPilot users perceive a poor likelihood of wins, or issues with claiming winnings at BetMGM. Looking into this further, while individual game RTPs vary, there are many high payout games players report wins on. As for withdrawals, I'd ensure you supply all verification documents as you sign up, as this should make the cashier process faster (up to instant).

    Casino.org rating: 4.1/5 ?

Available in: Pennsylvania, Michigan, New Jersey, West Virginia

Draftkings Casino - Best for exclusive games

    DraftKings Casino US

    Pros

? 72 exclusive games you can only play at DraftKings

? Make your preferred wager with higher upper betting limits

? Enjoy a 97.05% win rate, higher than the 96% casino average

    Cons

? Amongst the smallest bonuses of our recommended US casinos

Read our full DraftKings Casino review.

DraftKings' US games lobby stands out for me because of the range of DraftKings exclusives. With 72 titles and counting, it's amongst the largest exclusive lobbies I've seen. Casinos like FanDuel only have around 20 titles. There are sports themed tables like Touchdown Roulette and Hockey Blackjack, live games like Auto American Roulette, and jackpot slots like Cash Machine and Playboy Diamonds.

?? User review: "This is the best casino app out there in my opinion. My withdrawals hit my bank account within 2 minutes every single time. No issues with my deposits. They have promos running daily. Bonus credits have only a 1x wager requirement. Other casino sites make you play through bonus credits like 35 times! As long as you use the site RESPONSIBLY it's the best casino site out there." 5/5 ? Donovan McDaniel, TrustPilot review, May 1, 2024

?? Editor's insight: DraftKings receives some low scored player reviews for issues with win ratios and withdrawal success. Digging deeper here, I'm satisfied the casino does have an above average payout rate. Making smart game choices will see improved returns for players. Withdrawals I tested personally, and the fastest options like debit card and Trustly completed within 24 hours. Players should ensure they verify their account on sign up to speed up this process.

    Casino.org rating: 4/5 ?

Available in: Pennsylvania, Michigan, New Jersey, West Virginia, Connecticut

FanDuel Casino - Best casino app

    FanDuel Casino US

    Pros

? FanDuel app rated 4.6/5 and 4.8/5 on Play and App Stores

? Play your way with live casino games running 24/7 on any device

? Get to games quicker with fast navigation, search filters, and zero lag

    Cons

? Only 120/200 games available on the app version of FanDuel

Read our full FanDuel Casino review.

I've rated FanDuel Casino best for apps here based on high ratings from over 150,000 users on the Play and App stores. With a download size of 140.8 MB, it's well built enough to avoid lags or freezing gameplay, but much sleeker to install than Caesars or BetMGM. Their apps both clock in at over 250MB. While not all 200 games feature on the app, this is standard practice. I was pleased to see all game types, including FanDuel's live games, represented.

?? User review: "I think their payouts are better than any other site or casino I've ever played. Their customer service is 9 times out of 10 really good. Your first withdrawal takes a couple of days because of safety reasons, but now my withdrawals go in my account within an hour or 2. Good job FanDuel." 5/5 ?Anthony Slonaker, TrustPilot review, July 4, 2023

?? Editor's insight: TrustPilot reviews of FanDuel include some complaints about the chances of winning, or problems claiming bonus winnings. These tend to be common points where players have not followed bonus requirements or been unlucky in their games. FanDuel's 1x playthrough requirements on their cashback bonus are among the more reasonable, and my test funds came back within 24 hours when using PayPal and Play+.

    Casino.org rating: 4.3/5 ?

    Legal real money casino states

Read more about the legal online casino states where you can play casino games for real money:

States with a chance of online gambling being legalized

    • Illinois - Bill SB1656 in progress, latest April 2025
    • Indiana - Bill HB1356 failed - new attempt in 2025 expected
    • Maryland - Bill HB1319 passed - referendum expected November 2024

At the time of writing, Indiana, Maryland, and Massachusetts are the next states most likely to consider legalizing online casinos. Massachusetts has taken a first step already, and in July 2024 it legalized online lotteries as part of the state's fiscal year 2025 budget. We'll update this page with any bill movements.

Playing from a different state? Try a sweepstakes casino

If you're outside of the seven legal online casino gaming states, you can enjoy social games for fun at US sweepstakes casinos. These sites offer casino type games, but rather than wagering money on the outcomes, you play with coins that can be acquired free. Tournaments on these sites pay out in Sweeps Coin prizes that can be redeemed for cash.

    1. WOW Vegas

    1. WOW Vegas

WOW Vegas is my top US sweepstakes casino for September. The 1.5M WOW Coins bonus is the biggest coin promotion on offer, and over 500k more than most sweeps casinos. It also has an above average number of games - 900 compared to 600 at McLuck Casino.

?? User review: "I have been signed up with WOW Vegas for a little over a month and every aspect of the social casino has been top notch. The customer service people to the VIP hosts have been wonderful. Extremely attentive and responsive." - Lillian Montano, TrustPilot review, July 23, 2024

?? Unavailable in: Michigan, Nevada, Washington, and Idaho

? Low purchase minimums from $0.49 | Above average lobby of 900 games | 20 regular promotions

    ? Exclusively slots games offered

    2. High 5 Casino

    2. High 5 Casino

High 5 Casino scores highly from me for having the largest sweepstakes casino lobby. 1,200+ games is twice the amount at Fortune Coins and Hello Millions. I was particularly impressed that High 5 offers live casino games, as these are rare at social casinos. High 5 is also a top games maker, and its reported most popular games features include tumbling reels, split symbols, and scatter bucks. All offer increased winning combinations or win multipliers for added value.

?? User review: "High 5 has the widest variety of games than any other online sweeps casino I've seen. This is by far my favorite place to play. My wins have been big, there's a daily bonus, and the YouTube streams are a wonderful way of seeing the new games featured!" - SonyaRosie, Trustpilot review, July 22, 2024

?? Unavailable in: Michigan, Nevada, Idaho, Kentucky, D.C, and Washington

? EGR's Top Social Casino for 2024 | Popular app with 4.6/5 scores on App Store | Coin top up bonuses every four hours

? Limited range of table games

    3. McLuck

    3. McLuck

I've recommended McLuck here for the valuable daily coin bonuses offered to players, as well as the unique 'McJackpot.' This progressive jackpot is split into four tiers, with prizes from 10k to 200m coins. I like that any player can win on a single spin. McLuck is also one of the few sweepstakes casinos in the US to offer a daily login bonus, which gives even more value to players.

?? User review: "Real deal. Verification process was easy, as were redemptions. I've used both gift cards and direct to bank. I've also won several of the random jackpot spins. Game selections were awesome, and live play is a plus. Overall much happier compared to CrownCoins, Stake and Chumba." - Jeff McNew, Trustpilot review, July 23, 2024

?? Unavailable in: Michigan, Alabama, Georgia, Idaho, Montana, Kentucky, Nevada, and Washington

? Play 700+ slots games | Daily prize draws for Gold Coin top ups | Play for the four tier progressive McJackpot

? Only two accepted payment methods - fewer than most sweepstakes casinos

    US online casinos to avoid

While most casinos online in the USA provide high quality games and safe, regulated gambling, there are still some rogue sites to be wary of. Failings include issues with payments, security, and slow customer support. Our reviews team keep a list of sites to avoid. This ensures you're only recommended online casino sites regulated at state level in the US, ensuring player protection and fair games.

How we rate online casinos in the US

The Casino.org reviews team have been testing US casinos for over 25 years now. Our experts follow a strict 25-step review process to ensure we rate online casinos fairly. Below you can see the key features we check to make sure Americans have a safe, fair, and enjoyable gaming experience.

    Fairness, safety, and security

We won't recommend a US online casino unless it's licensed in the states it operates in by the dedicated gaming authority. This usually includes the Michigan Gaming Control Board, New Jersey Division of Gaming Enforcement, Pennsylvania Gaming Control Board, Connecticut State Department of Consumer Protection, and the West Virginia Lottery.

Sites also score higher where they're backed by a reputable owner, like like Caesars Entertainment, which also runs Tropicana, 888, and Harrah's Casino. We expect to see comprehensive data encryption, so BetMGM scores higher for using VeriSign authentication on banking transactions.

?? Expert insight: Any casino site that's eCOGRA certified shows its compliance for fair, random games and regulatory compliance. While not mandatory, this badge scores a casino top points in our rating process.

    eCogra
New Jersey Division of Gaming Enforcement
    Pennsylvania Gaming Control Board
    West Virginia Lottery

    Bonuses and promotions

The best US casino bonuses will combine a higher cash or credit amount with reasonable terms. Caesars Palace scores highly for offering the biggest bonus amount at $2,500. While BetRivers' wagering requirements of 1x are reasonable. Anything below 15x is typical, and we'd take rating points off casinos with playthrough requirements over 20x.

It's quite rare to get bankroll funds simply for signing up in the States, so BetMGM scores highly for its no deposit bonus. While $25 may seem low, the value lies in the bonus's accessibility. 1x playthrough requirements make it very affordable to withdraw the bonus as cash after a $25 deposit.

    Online casino games & software

With many brands joining the regulated US casino market, competition boosts the online casino games available. Above average lobbies in regulated states now offer 1,000+ games, with BetRivers and BetMGM topping 1,600 and 1,500. American players also expect above average payouts. While most casinos will average around 96%, Caesars and BetMGM edge this with 97.63% and 97.56%.

Variety and unique titles also get a good score from our expert players. DraftKings performs best for exclusive games, with 70+ bespoke titles like Hockey Blackjack and Touchdown Roulette. Caesars meanwhile scores well for having over 20 software providers, including NetEnt, and IGT, powering its games.

    NetEnt
    Microgaming logo
    Realtime Gaming (RTG)
    IGT

    Mobile casino and app experiences

Players increasingly expect to find a well built US casino app available for their state. So apps like FanDuel score highly, with 150,000 players rating them 4.6/5 and 4.8/5 for Android and iOS. Our reviewers rated the app for minimal lag, and excellent navigation that makes finding games a breeze.

Top scoring casinos will also offer mobile sites that work in any device's browser for iOS or Android. So it’s not a deal-breaker if there’s no app, but we would expect to see a fully responsive site for size aspects, and at least 95% of the games available to mobile players.

    Payment methods & speed

The best casinos will offer a good mix of popular US casino payment methods. DraftKings was ranked top here as there are 15 options available, with the average casino offering 6-8. These include options like PayPal, Venmo, Play+, Trustly, Visa, and MasterCard.

We'd also expect to see lower minimum deposits and fast processing speeds for a top scoring casino, so BetMGM scored highly when our test withdrawals processed within 24 hours.

    Paypal
    Venmo casino payments
    Trustly casino payments
    Mastercard

    Customer support

We only sign off on a casino if the support options are quick and definitive in solving any issues we try them on. Caesars, BetRivers, and BetMGM all score highly here for offering live chat support 24/7, so whether you're on Eastern, Central, or Pacific time, you'll get answers at a time that suits you.

We'd also expect to get a response within 24 hours from email or contact form. Again, BetRivers and BetMGM complied here. We reserve highest ratings for casinos that offer a phoneline, as this is pretty rare in the US. FanDuel has a call back feature, which gets it a higher score, though a dedicated phoneline would be preferred.

    Did you know...

Following the legalization of online gambling with the repeal of PASPA in 2018, Casino.org has successfully obtained vendor licenses or registrations in 10 US states. These include Maryland, Michigan, New Jersey, Pennsylvania, and West Virginia. As part of the application process, states carry out investigative background checks, so it's not just our readers who trust us but state gambling regulators, too.

We're also active in a number of other regulated US states (and other countries globally!) that do not require us to obtain a vendor license or registration, such as Kentucky, Ohio, New York, Kansas, and North Carolina. We constantly monitor regulatory developments to ensure we hold all necessary permissions.

Popular casino games in the USA

Whether you're playing free or for real money, there's plenty of options at online casinos in the USA. We like to see a mix of slots, table games, live dealer options, and jackpot titles. Here you can see the key features of these games and their most played varieties in the US:

Top payment options at US casinos online

The best online casino for you is the one with your preferred casino banking methods. When you're playing for real money, you want to be able to deposit and withdraw your cash with ease. Read our guide on the best US casino payment methods or see our specific payment guides below:

    PayPal

    PayPal

A lot of US players make PayPal casino payments because they prefer the convenience and security of not having to share their bank details. PayPal also has great buyer and fraud protection online, so is a safer option for many.

    American Express (AMEX)

    American Express (AMEX)

Amex offers instant transactions for casino deposits. It’s popular with players for its tight data encryption and 24/7 phone support in the US. Note that it’s not usually available for withdrawals at US casinos.

    Bitcoin

    Bitcoin

Bitcoin payments are currently available at social or sweepstakes casinos in the US. Anonymous payments mean only your wallet address is shared with the casino, not personal information. BTC is also the fastest option, with instant deposits and withdrawals. PayPal and cards take 24 hours or more.

    Paysafecard

    Paysafecard

Paysafecard is a prepaid card that doesn’t require registration. So US casino players can make deposits and withdrawals within 24 hours without sharing bank details. Cards can be topped up online and at over 40,000 pharmacies, convenience stores, and mini marts in the US.

    Crypto

    Crypto

US online casinos accept a range of cryptocurrencies, which are again popular with players for instant, anonymous payments that aren’t linked to their identity or personal info. Bitcoin is the most popular option, with Ethereum, Litecoin, and Dogecoin following in popularity and widely accepted at crypto casinos.

    Visa

    Visa

A lot of US players like the familiarity and card protection technology of using their Visa cards for casino payments, whether with debit, credit, or prepaid cards. Visa payments can take up to 3-5 days to process, though this depends on the casino, and PlayStar processes in 1-3 days.

    Mastercard

    Mastercard

Like Visa, Mastercard is commonly used for online casino payments due to its wide acceptability and familiarity amongst US players. It also has features like SecureCode protection to keep payments safe. Casino transactions can take 3-5 days, though PlayStar is one of the faster cashiers and processes in 1-3 days.

    Mobile casinos and apps

    [New FE Test] Mobile Lucky

Top US online casinos provide a world-class mobile casino experience for gaming on the go. This allows you to access welcome bonuses and sometimes exclusive mobile promos, right in the palm of your hand.

Some casinos also offer a dedicated casino app that you can download for Android or iPhone. I prefer playing straight from the mobile casino on the web, but some players like more tailored features on an app. These include push notifications and staying logged in on your phone.

Online casinos & safety - legal US casinos only

Although online gambling in the US is legal, what's available between online sports betting, casino gambling, lotteries, and other bet types depends on your state.

Legal online casinos in the US are currently only available in seven states, MI, PA, NJ, WV, DE, RI, and CT. There you can enjoy casino games for real money. You can also play sweepstakes and social casinos in most other states online. Some will offer real money prizes through regular sweeps tournaments.

If you play real money games in any states beside the seven that have legislated, the casinos will not be regulated, and we strongly recommend you avoid them. Some will even try to operate without a license. Here at Casino.org we only recommend secure online casinos in the US.

Benefits of legal online casinos vs unregulated sites

Legal casinos operate within state regulations, offering security and recourse for players in case of disputes. If you play on a reputable and licensed site, the risks will be low. Unregulated casinos, while accessible, operate outside US jurisdiction and may pose potential risks.

Playing at regulated and legal casinos ensures adherence to local state laws. State gambling bodies like the Pennsylvania Gaming Control Board and New Jersey Division of Gaming Enforcement set rules for most aspects of casino gaming and player safety:

    • Protection of player funds
    • Data security and privacy
    • Controls for problem gambling
    • Player dispute services
    • Transparency of game operation and fairness
    • Average minimum payout rates.

Legal casinos have to obtain licenses from these state bodies to ensure all these criteria are met. No such protection exists on unregulated casinos.

As well as licenses, reputable third-party testing authorities such as eCOGRA check regulated casinos to test for random game results and fair play. These are big green flags that a casino is legit, and unregulated casinos may not do this.

"Unfortunately, some of these states are highly unlikely to legalize online gambling soon. In these states, try sweepstakes casinos instead. Sweepstake and social casinos are completely legal in many states and provide high-quality games and entertainment."
